About the Victorian Energy Upgrades program

The Victorian Energy Upgrades program helps Victorians upgrade their homes and businesses with energy-efficient products and services by offering discounts and rebates.

By supporting Victorians to make the switch to efficient electric alternatives, we’re helping cut their energy bills, reduce their energy use, and lower greenhouse gas emissions.

The program will save 28 million tonnes of greenhouse gas emissions for Victoria between 2022 and 2025. That’s equivalent to taking more than 8.5 million cars off the road for a year.

How does the Victorian Energy Upgrades program work?

When you make your home or business more energy-efficient through the Victorian Energy Upgrades (VEU) program, accredited providers create Victorian Energy Efficiency Certificates.

Each certificate represents one tonne of greenhouse gas prevented from entering our atmosphere.

Approved businesses known as ‘accredited providers’ then sell these certificates to energy retailers. This sale funds discounts and rebates.

Energy retailers use the certificates to meet annual emissions targets set by the Victorian Government.

Retrospective rebates

Retrospective rebates can be possible in some circumstances but can be difficult to organise with an accredited provider.

Engage with an accredited provider before undertaking an upgrade to avoid disappointment.

If you have already undertaken an upgrade or purchased an appliance, you may be able to organise a retrospective rebate.

To request a retrospective rebate, please contact an accredited provider that offers the upgrade. See individual product webpages for a list of providers.

Please note, you can only claim a discount on a product approved by the program regulator, the Essential Services Commission (ESC).

To find out if your product is approved under the VEU program, check the ESC’s VEU register of approved products.

Please note: depending on the appliance you installed, to get the discount you may be required to provide:

  • invoice/proof of purchase listing the brand and model of the installed product
  • any compliance certificates.
  • decommissioning evidence if an old appliance was removed
  • geo-tagged photos showing:
    • the installation environment before the product is installed
    • the existing product being replaced
    • the installed product after installation
  • decommissioning evidence if an old appliance was removed
  • any compliance certificates.
