The Department of Energy, Environment and Climate Action (DEECA) has commenced public consultation on proposed consumer sizing fact sheets for both water heating and space heating and cooling activities under the Victorian Energy Upgrades (VEU) program.
In July 2022, DEECA asked for feedback on changes to space heating and cooling and water heating activities with a response to consultation published in December 2022. Stakeholder submissions highlighted the need to ensure that products installed under the VEU program are appropriately sized for consumers and their households.
DEECA is looking to introduce a consumer fact sheet that accredited providers and their installers will be required to provide to residential consumers before they agree to an upgrade. The purpose of the VEU consumer fact sheet is to empower consumers to select appropriately sized systems when undertaking both space heating and cooling and water heating upgrades under the VEU program. The fact sheets provide information on recommended system sizes and other considerations to promote honest, open, and informed conversations between installers and consumers to choose the right system.
The purpose of these consultations is to seek the views of interested stakeholders on consumer sizing fact sheets. DEECA has also prepared short issues papers with further information on each of the fact sheets.
Water Heating consultation
The Water heating consumer fact sheet and issues paper outlines:
- recommended tank sizes based on number of bedrooms in a dwelling
- how household behaviour can impact recommended hot water tank sizes
- other considerations for system sizing, including climate, system placement, noise, timers and tariffs.
Space Heating and Cooling consultation
The Space heating and Cooling fact sheet and issues paper outlines:
- recommended size for single-split or multi-split RCACs based on room size
- recommended size for ducted RCACs based on dwelling size
- considerations for selecting which rooms are covered by a heating and cooling system
- other considerations for system sizing, including climate, system placement, noise and solar PV.
