The Department of Energy, Environment and Climate Action (DEECA) has commenced consultation on the revision of the refrigerated cabinet (RC) activity within the Victorian Energy Upgrades (VEU) program.

On 29 June 2022, the then Minister for Energy, the Hon Lily D'Ambrosio MP released a declaration of a discount factor for plug-in refrigerated cabinets under section 19(2) of the Victorian Energy Efficiency Target Act 2007. This removed incentives for these upgrades.

DEECA is undertaking a review of the refrigerated cabinet activity to ensure upgrades meet the objectives of the VEU program and the activity appropriately incentivises the upgrade and installation of refrigerated cabinets.

The purpose of this consultation is to seek the views of interested stakeholders on proposed updates to VEU refrigerated cabinet activities.

The refrigerated cabinet activity review paper provides information on the proposed updates, including:

  • introducing a decommissioning requirement for the RC activity with new incentive calculations for replacement and new installations;
  • limits on the number of upgrades businesses can undertake
  • clarification on the type of businesses eligible for RC upgrades
  • changes to RC product registration processes
  • changes to product requirements, including temperature class and minimum volume requirements
  • updates to incentive calculations so that only the primary display face of the RC is included for the purposes of
  • determining the total display area of the RC (e.g., four-sided display RCs will not be rewarded)
  • updates to ensure activity integrity ($250 customer co-payment, warranty requirements, adjustment factor, customer invoices)
  • draft Specifications detailing the proposed changes above
    questions for stakeholder feedback.
