Proposed regulation changes - June 2016

Consultation on these proposed changes to the Victorian Energy Efficiency Target (VEET) scheme is closed. Thank you to all who made a submission.

Including large energy users currently excluded from the scheme

The Department of Environment, Land, Water and Planning’s response to consultation is now available: Consultation response - options for large energy users (DOCX, 98.1 KB).

From 1 August 2017, all large energy users that took part in EPA Victoria’s Environment Resource Efficiency Plans (EREP) program who were excluded from the VEET scheme (now ‘Victorian Energy Upgrades’) will be able to opt in. Exclusion from Victorian Energy Upgrades will continue for these sites unless they opt in. Opting in will allow sites to benefit from the Victorian Energy Upgrades by creating certificates when undertaking energy efficiency upgrades. Opting in will also create a liability for their energy retailer under the program.

To opt in to Victorian Energy Upgrades, excluded sites are required to both advise the Essential Services Commission in writing of their intention to do so and create their first certificate. Once a site opts in to the program that site cannot opt out.

Sites seeking to opt in to the program should assess the benefits of the energy efficiency project (energy savings plus the Victorian Energy Efficiency certificate value) against the liability that opting in will create for their energy retailer. Sites seeking to opt in should discuss their program’s liability with their energy retailer before opting in.

Timing for setting the Greenhouse Gas Reduction Rates

Changes to the timing for setting the Greenhouse Gas Reduction Rates have been introduced. These relate to energy retailer annual liabilities arising from the program. Proposed new Project-Based methods: the Benchmark Rating method, the Measurement and Verification (M&V) method and the Treatment & Control method

Regulations to introduce project-based activities into the program have now been made, and as part of this, the M&V method has been introduced. The Department’s response to consultation is now available: Consultation response - Compliance process for greenhouse gas reduction rates (DOCX, 115.4 KB)

The proposed introduction of the Benchmark Rating and Treatment and Control methods is still in progress. When any new activities are introduced to the Regulations, stakeholders will be notified and the relevant consultation response will be published.

Proposed changes to high efficiency televisions, underfloor insulation and weather sealing.

Changes to high efficiency televisions have been introduced to the Regulations, commencing on 1 January 2017. The response to consultation is now available: Consultation response - high efficiency televisions (DOCX, 115.1 KB)

Changes to weather sealing have been introduced to the Regulations, commencing on 1 July 2017. This follows a public consultation in June 2016 on a proposed change to Schedule 15 of the VEET Regulations.

The proposed changes to underfloor insulation are still in progress. When the changes are introduced to the Regulations, stakeholders will be notified and the relevant consultation response will be published.
