Discounts on ceiling insulation will be available to eligible households from early 2026, with the Victorian Government working to introduce the activity as a Victorian Energy Upgrades (VEU) initiative.

The investment will help Victorians save on energy costs while making homes warmer in winter and cooler in summer, helping households to save while delivering health benefits.

Almost 60% of homes in Victoria either have no ceiling insulation or are under-insulated, meaning many households could see significant energy bill savings of more than $400 per year on average and up to $850 on health cost savings per year by upgrading their insulation.

Targeted consultation on eligibility and program design started on 8 April 2025 and will continue through the year to ensure installations meet the highest safety and quality standards in Australia.

The investment will help develop and implement an insulation safety and quality assurance regime to ensure high-quality Victorian-made products and well-trained installers are in place to make Victorian homes more comfortable and energy efficient.

Solar Victoria has successfully supported more than 360,000 Victorian homes to upgrade to solar with a total of over 400,000 individual technology installations since 2018. Solar Victoria will develop the initiative, building on its success in delivering rooftop solar, home batteries, and other energy-saving technologies.

A dedicated team within Solar Victoria will build on its successful model of partnering with industry, unions, training organisations and safety regulators to develop safety and quality standards, audits and oversight. Solar Victoria’s Regulators’ Taskforce will ensure regulators are coordinating their oversight activities.

To support the program, the Victorian Government has signed a Memorandum of Understanding (MOU) with the Energy Efficiency Council. This partnership will focus on educating, training, certifying, and expanding the insulation installer workforce.

Solar Victoria will also work closely with the Essential Services Commission — the regulator responsible for the Victorian Energy Upgrades program — as the new activity and supporting regulations are developed and implemented.
